David has over twenty years of engineering experience on large public and private construction projects.

David is an expert on land and building development, planning, design, and construction; on contracts between owners and construction managers/general contractors and architects/engineers; on hydraulic and hydrologic engineering; on civil and underground engineering; and on facility maintenance and operations.

His twenty-plus years of hands-on experience in all aspects of civil and commercial engineering includes: serving as a civil engineer in the private sector; serving as a public engineer (County engineer); serving as director of capital construction and serving as assistant vice president of operations, maintenance, and real estate development for a university campus of over 20,000,000 sq.ft. of facilities.

David has extensive experience in the engineering/architectural design, construction delivery and financial management and reporting of capital improvement projects.

2012 – Present: The George Washington University, – Assistant Vice President for Facilities and Campus Development.
Responsible for senior level leadership to the organizational units of Facilities Maintenance, Property Management, Project Management, Real Estate, Campus Planning, Energy and Central Utilities, Zero Waste and Logistics, Sustainability, and Finance, which includes all aspects of operations and maintenance, cogeneration, capital and operational budget planning, engineering/architectural design, construction delivery and financial management and reporting.  Direct oversight and responsibility for university operations, capital planning, capital outlay in excess of $1 billion dollars and operation management for three campuses in excess of 10 million square feet.

2003 – 2012: Virginia Polytechnic Institute & State University - Associate Director, University Planning, Design and Construction
Responsible for providing direction and administration of university’s $900 million dollar capital outlay program including all aspects of master planning, six-year planning budget, programming, pre-planning, engineering and architectural design and construction. Projects included: Medical School and Research Labs, Veterinary Medicine, and high-end academic and research lab space, Atlantic Coast Conference regulated sports facilities and NCAA athletic competition fields, Performing Arts and Theatre facilities, academic classrooms, historic buildings, residential dormitories, dining facilities, vertical parking structures, and central plant facilities.

2007 – 2010: Virginia Polytechnic Institute & State University - Adjunct Professor for Civil & Environmental Engineering
Instructed in hydraulics, hydrology, and environmental engineering principles and practices.

1998 - 2003: Giles County, VA - Director of Public Works and County Engineer
Directed locality’s capital improvement plan and capital outlay program for all capital improvements and utility infrastructure systems and facilities including management of all architecture, engineering and construction. Responsible for facilities operations and maintenance, deferred maintenance, and capital planning to ensure operational facilities.

1994 - 1998: Anderson & Associates, Inc. - Design Engineer
Developed engineering projects, designs, and technical specifications. Provided project and construction administration, project budget administration and client interface for projects in excess of$80 million.
