Profile Mr. Frost has 41 years in the consulting engineering business with an emphasis on engineering, construction, and inspection QA/QC. He started his career as a construction engineer inspector conducting materials testing and inspection of soils, concrete, asphalt, structural steel, and other building materials. His professional career as a civil engineer allowed him to gain expertise in geotechnical engineering including shallow and deep foundation design, various retaining wall designs, landslide and slope failure remediation, concrete and asphalt pavement design, and various ground improvement techniques. He has used his technical design experience combined with his construction quality control and quality assurance expertise to resolve thousands of construction deficiencies. The root cause for many of these deficiencies involved improper construction techniques that failed to meet project plans and specifications. His construction knowledge combined with progressive managerial and leadership experience in a variety of engineering design and construction projects has given him the ability to investigate and resolve problems in both engineering and construction. Mr. Frost had responsibility for managing professional teams consisting of engineers, architects, inspectors, technicians, trade craft, and other highly skilled workers. Mr. Frost has led multiple large consulting contracts with fees more than $750 million dollars. Construction values for several of these contracts exceeded a billion dollars. Mr. Frost is credited with providing innovative solutions using technology to drive increased productivity and improved quality, while reducing costs. Highlights include: • Construction & Civil Engineering project experience in planning, design, cost analysis, operations, execution, and quality assurance - quality control for geotechnical, structural, environmental, inspection, and construction engineering projects. His experience has been achieved through a wide variety of projects involving both new construction and renovation construction projects. These include highways, bridges, tunnels, utilities, single to multistory buildings, warehouse structures, airfields, industrial and manufacturing plants, power and communications centers, tanks, towers, dams, and nuclear power plants, and tunnels. • Principal-In-Charge or Project Manager on Design-Build and Design-Bid-Build projects involving pre-planning, design, procurement, inspection, testing, demolition, earthwork, erection, layout, surveying, cast in place concrete, pre-stressed concrete, structural steel, and various pile systems. Project/construction management responsibilities included: project pricing, scheduling/tracking, QA\QC, personnel management, and client and agency interaction and contract negotiations. Also, subcontractor selection and scoping, contract management, inspection documentation and compliance reporting, change order management and contract administration. • Mr. Frost has experience in administering and incorporating QA/QC protocol at all organizational levels from field inspection and survey operations to laboratory testing and analysis, through design engineering, to project management. Working closely with the Project stakeholders, Mr. Frost has designed and implemented QA/QC monitoring and document management systems required to meet contract specifications. Inspection work was managed to ensure the construction work is completed in accordance with the approved plans and specifications. Using a peer review process and a formal system of field and office Standard Operating Procedures (SOP), QA forms, and checklists, Mr. Frost has insured that quality is incorporated into projects from beginning to end. Mr. Frost’s background also includes meeting the rigorous and demanding quality requirements of projects for the Nuclear Regulatory Commission, MDOT, VDOT, US Navy, US Army, EPA, FEMA, and USGS. Professional Experience April 2020 – March 2024, Dewberry Senior Vice President and Project Executive for Quality Oversight on the largest Design Build Project in Virginia … Hampton Roads Bridge Tunnel Expansion Project HRBT. Responsible for the development and execution of the Quality Assurance program for this $4 Billion transportation infrastructure project connecting Hampton Roads to Norfolk Virginia. 2017 – April 2020, Quality Manager for Dulles Corridor Metrorail Project-Phase 2. Mr. Frost supported Capital Rail Constructors (CRC) quality program and focused on Construction Quality Control and Quality Assurance for this $1.7 Billion 11.4-mile rail extension construction project. 2013 – December 2017, Dewberry Program Manager for long term housing recovery contract in support of the New York City Housing Recovery Office. Included managing a team of seventy inspectors, sixty engineers/scientists, fifteen QC review specialists and seven subcontractors. Work focused on restoring 12,500 damaged single and multistory buildings within the 5 Boroughs of NYC. 2005 – 2013, Managing Director- Partnership for Response and Recovery (a Dewberry/URS joint venture company): Managed a multiyear Nationwide disaster response building construction inspections services program utilizing 250 specially trained inspectors and over 2500 reserve inspection staff. 1998- 2005, Dewberry Deputy Director of the Management Engineering and Technical Services Division. Managed a diverse workforce of Engineers, Scientists, Inspectors, and Technicians providing engineering design and inspection and construction monitoring service to DOD agencies throughout the Northern Virginia, Maryland, Pennsylvania, and District of Columbia area. 1983 – 1997, LAW Engineering: Various positions: Staff Engineer/Office Manager/Regional Manager/ Vice President. Mr. Frost conducted over 150 engineering investigations and prepared detailed project reports to address construction projects requiring engineering evaluations and solutions. Mr. Frost was also responsible for numerous Environmental Studies involving ground contamination from leaking underground storage tanks, and Asbestos detection and remediation projects on commercial and industrial properties.
