Profile Ray Lemming has over 40 years of construction project management experience for infrastructure and heavy civil projects. His projects have included the McCook Reservoir (IL) Deep Tunnel Project, Hydroelectric Projects in India, Government buildings, police stations, jails, schools and hospitals in the USA. As an advisor for the United States Army Corps of Engineers, Ray worked on airfield and infrastucture plans. He also supported pipeline construction and tunnel interdiction in Korea, airfield construction in Honduras, USAID projects in the Middle East and Africa, and heavy civil construction at Midwestern U.S. military sites. Professional Experience Ray has extensive experience in evaluating all aspects of complex constructrion delay, acceleration and disruption claims. 2015 - Present: CM501 and ForensicCM LLC - CEO. Owner of a Federal and Illinois State certified Service Disabled Veteran Owned Business (SDVOB). Providing engineering and construction management services and providing analysis, preparation, and resolution services on construction claims. 2004 - 2015: Metropolitan Water Reclamation District of Greater Chicago (MWRD) - Contract and Claims Administrator and Supervising Civil Engineer (North). Performed liaison functions between MWRD Engineering personnel and the Law Department and direct analysis and input on lawsuits of all types concerning the District’s construction projects. Responsible for all prophylactic construction claim actions. Handled $100 million dollars in construction claims on MWRD Capital Project contracts. 1996 - 2004: CNA Surety - Chief Engineer and Surety Claims Counsel. Reviewed technical issues for 22 attorney staff, traveled with staff attorneys to inspect project sites. Participated in dispute resolution meetings, advised on use and management of technical consultants. Responsible for completion of projects by management or recontracting. 1990 - 1996: Harza Engineering Company - Senior Construction Engineer, Contracts Administrator, Project Controls Chief. Performed construction feasibility planning, constructability analysis, and developed Engineer’s Schedules; Reviewed bid documents, and performed bid analysis; Performed constructability analysis, value engineering, alternative design and construction options and formulated Construction Management Plans for U.S. Army Corps of Engineers. 1989 - 1990: Meridian Consulting - Senior Project Manager. Provided support to bonding companies for evaluation of contractors and ongoing projects. Responsibilities included: corporate financial analysis, status of project administration and construction, and estimation of cost to complete. 1987 - 1989: Aquatech - Construction Project Manger. Estimating and scheduling engineer for estimating commercial buildings, schools, hospitals, churches, and public works projects. 1975 - 1987: U.S. Army Corps of Engineers - Engineer Officer. As a commander, USACE, was responsible for, and assisted in, the construction of roads, airfields, and ancillary facilities throughout Europe.
